Millions of civil servants and retirees are expecting an increase in their pensions, following the determined collective bargaining rate for civil servants and retired civil servants. In addition, the announced Medium-Term Plan (OVP) estimates will also affect retirees’ salaries. The OVP provides an important roadmap for the future of the economy and is one of the factors taken into account in determining the salaries of civil servants and retired civil servants. Here are the latest details on the subject in our news…

**Efforts for Additional Increase for Retirees Begin!**

The two ministries, upon the instruction of President Erdoğan, have taken action for the pension increase. Statements regarding the interim increase study, which is expected to have a significant impact on the minimum retirement pension, are being closely followed.

**New Salary Calculation System**

Minister of Treasury and Finance, Mehmet Şimşek, announced that salary increases for civil servants and retirees will be based on target inflation. With the change in the system, new salary calculations will be made next year. This way, salaries will not be eroded against inflation.

As a new era of increased pensions approaches for millions of civil servants and retirees, indications have been given of a change in the system of salary calculations. Minister of Treasury and Finance, Mehmet Şimşek, announced that salary increases will now be based on target inflation. With this system, increases will be made based on the inflation rate at the time, not the actual rate of inflation.

This way, salaries will not be eroded against inflation.

**Increase to Exceed 50%**

The year-end inflation forecast in the Medium-Term Program was announced as 65%. Based on this calculation, the 6-month inflation rate will be approximately 38%. This rate determines the January inflation increase for retired SSI and Bağ-Kur pensioners, while for civil servants and retired civil servants, a differential payment will be made. With this differential payment, the January increase for civil servants and retired civil servants will exceed 49% together with the collective bargaining rate. It is expected that the pension rates for retirees will exceed 50% with the welfare bonus to be given.

**Welfare Bonus to be Implemented as Well**

Retirees and civil servants receive two salary increases per year. SSI and Bağ-Kur pensioners receive an increase equal to the 6-month inflation rate in January and July, while civil servants and retired civil servants see their salary increases through collective bargaining increases and inflation differentials. The parameter used in these calculations is the actual inflation rate at the end of 6 months. With Minister of Treasury and Finance Mehmet Şimşek’s statements, an indication of a change in the calculations has also been given. The new calculations will be based on the target inflation for the 6-month period during which the increases will be applied, not the inflation rate at the end of the period. This way, retirees and civil servants will not be affected by the resulting inflation differential, and their salary increases will exceed inflation. In addition, the implementation of the welfare bonus is expected to continue.

**Interim Increase to be Discussed When Parliament Reconvenes**

Looking at the statements made for this year, it is possible that an interim increase will be discussed in October, especially for SSI and Bağ-Kur pensioners. A regulation is expected to be made when parliament reconvenes. The formulas being worked on in this regulation include a fixed increase, a proportional increase, a basic salary increase, or bonuses.

**When Will Parliament Reconvene?**

The gazette states that the Grand National Assembly of Turkey (TBMM) will go on vacation starting on Saturday, July 15, and reconvene on Sunday, October 1, at 14:00, as decided in the 16th session on July 14.

**Inflation Determines Minimum Wage as Well**

On the other hand, inflation will be the determining factor for the minimum wage in 2024, to be determined in December. It is expected that both the inflation rate for 2024 and the year-end inflation rate of 65% foreseen in the Medium-Term Program will be taken into account.
